Description The Secret Service is seeking retirees of the Federal Employee Retirement System (FERS) or Civil Service Retirement System (CSRS) to support our integrated mission and impart knowledge and experience to the current workforce. The Office of Technical Development and Applied Research (TEC) enables the Secret Service to achieve its mission by countering current and emerging threats through applied technology and delivery of technology-based solutions.

The selectee will serve as a(n) Technical Security Investigator (RA & ICTAP) in the, Office of Technical Development and Applied Research. Typical work assignments include:

  • Installing, monitoring, maintaining, analyzing, and evaluating the latest known technologies (e.g., state-of-the-art intrusion detection systems and devices) used by domestic and international groups to penetrate Agency sites or harm protectees.
  • Assisting in protective countermeasures and related law enforcement response planning duties; tactics and techniques; and aiding senior agents with potential violations and security deficiencies.
  • Assisting in analyses conducting surveys, adjusting plans and schedules, and assisting in development of alternative strategies.
  • Providing advice and assistance to senior officials and representatives from other federal agencies and organizations.

As determined by the Office of Personnel Management, the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily.

Since the duties of this position are exacting and involve the responsibility for the safety of others under trying conditions, applicants must possess emotional and mental stability. Any condition that would hinder full, efficient performance of the duties of this position or that would cause the individual to be a hazard to himself/herself or to others is disqualifying.

There are also specific medical requirements for this position, and any chronic disease or condition affecting the respiratory, cardiovascular, gastrointestinal, musculoskeletal, digestive, nervous, endocrine, lymphatic, nervous, genitourinary, and other systems that would impair full performance of the duties of the position may also be disqualifying.

Dual Compensation Off-Set Waiver Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028.

Annuitants who are reemployed with a salary offset (dual compensation) waiver are eligible for:

  • Full annuity and full Federal salary.
  • Annual and sick leave (not applicable for an intermittent work schedule)
  • Full-time, part-time, or intermittent work schedules.
  • Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations.
  • Law Enforcement Availability Pay (LEAP) and additional compensation of 25% of the base salary will be added to locality pay.
  • New hires under this authority will be offered a 4-year, non-status, term appointment in the competitive service.
  • Appointments that continue past December 31, 2028, may be subjected to salary off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.
Annuitants who are reemployed with a salary offset (dual compensation) waiver are NOT eligible for:
  • Additional retirement coverage (other than Social Security coverage).
  • TSP Contributions.
Reemployed annuitants may only receive one appointment per job series.

To be considered qualified for this position you must meet the following qualification requirements:

You qualify for the GS-13 level if you possess one year of specialized experience equivalent to the GS- 12 level which is in or directly related to coordinating difficult and complex technical security investigation assignments including but not limited to:
  • Planning and leading a technical staff and work involving at least one of the following areas: physical security, intrusion detection, access control, video assessment, surveillance systems, technical surveillance countermeasures, chemical, biological and radiological hazard countermeasures, fire protection, network security, cyber security; AND
  • Providing technical guidance for investigative and surveillance purposes; AND
  • Providing or developing programs related to any of the above specific subject matter areas.

The qualification requirements listed above must be met by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
