Description Position is eligible for the Education Debt Reduction Program (EDRP) a student loan payment reimbursement program. The incumbent supervises assigned staff of the HUD-VASH program and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the programs. The incumbent exercises supervisory authorities and responsibilities involving work assignment and review, as well as administrative and personnel management functions relative to the staff supervised. Incumbent observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance.

Coordinating with the local PHA to provide streamlined and timely processes for HUD-VASH voucher utilization. This includes the referral process, voucher issuance, and the leasing process. At minimum, there needs to be a quarterly reconciliation of data between the HUD-VASH Coordinator, or their designee, and the PHA(s) to determine the status of all HUD-VASH vouchers and processing times between referral to the PHA and lease up.

The incumbent will identify gaps in service delivery and unmet psychosocial needs and participate with VA and community agencies to develop resources. Assisting in the development of administrative and personnel documents such as position descriptions, functional statements, and performance appraisals.

Establishing and maintaining a process for referral, evaluation, and admission to HUD-VASH to ensure that the most vulnerable Veterans are prioritized. Performing a review of the program process to improve efficiency and further refine the rapid housing process at least annually.

Establishing huddles, clinical case reviews, and staff meetings with assignments for follow-up action. Providing case consultation, especially around high-risk situations. Conducting appropriate program audits, such as but not limited to: Chart reviews to ensure documentation meets TJC and CARF standards of care; Performance measures and descriptive measures; Frequency of clinical contacts based on the stage of case management being provided; and HOMES data reviews to ensure policy adherence, including that data is entered within three business days.

The HUD-VASH Supervisor serves as the Medical Center's primary point of contact for the National HUD-VASH Program, VISN and VACO. The HUD-VASH Supervisor is responsible for direct Clinical Case Management/referral services in addition to data collection, administrative record keeping program strategic planning, and monitoring patient or program clinical indicators, thresholds, and performance measurements for the HUD-VASH Program.

The HUD-VASH Supervisor contributes and ensures coverage for the Admin Officer of the Day (AOD) Duty Schedule. Coaches the HUD-VASH team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the HUD-VASH team and/or individual members in identifying the parameters of a viable solution. Assist other Supervisor's and the Homeless Program Manager in the yearly Stand Down, Homeless Summit and Community Events such as the Point in Time Count (PIT), and other community outreach events as necessary and directed.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
  • Driver's License: A current, valid state-issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid state-issued Driver's License.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits).

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs(a document with written demonstration of KSAs must be included with application, see required documents section).
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services.
  4. Ability to provide staff training and development.
  5. Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Preferred Experience: US Citizens only, 2 years of Supervisory experience, must have
advanced Social Work license, LCSW
